There's the "Jump Heaven/Speed Hell" games: Kid Kool, Psycho Fox, DecapAttack.

Well Magical Hat was based on an anime IP. My guess is that Sega owns the rights to DecapAttack specifically, and just hasn't reissued it in Japan.
The Archie Sonic comics briefly ran DecapAttack shorts. Sega was clearly low-key trying to make Decap a thing overseas, so it checks out they'd own it.

DecapAttack/Magical Hat is the best of that series, and it's interesting that Decap is the only Vic Tokai game that's been reissued in this modern era.

As much as I love Vic Tokai, the Dark Side Toshi Trilogy (or Quadrilogy if you count Magical Hat and DecapAttack as two separate games) is rough going.

Probably because DecapAttack was on a console with a larger install base globally.
Psycho Fox definitely felt like a real "Kid Kool 2", but I feel like DecapAttack got the formula right. You're not really missing much going straight from Kool to Decap.

I don't think it's that good, mainly because at some point half of the comic is other Sega ips and then just decapattack, which can be funny sometimes, but the Sonic The Comic itself takes quite a while to start doing proper interesting things, but when it does, it's pretty cool.
