By "translation notes" I mean the last page of the rule booklet, which includes some of Amabel Holland's "notes" (in English) from her single viewing of the game being played by the original creators.]
I've only just started playing my copy of this yesterday, but I will point out a flaw in your logic: you are proceeding from the assumption that the translation notes are correct.
I'm a medievalist who's done some work interpreting and recreating historical games, so I have some prior experience with this sort of endeavor broadly. A phenomenon of translations is that all translators have to make choices, and those choices will be colored by the cultural biases of the translator. So the language that "Amabel the Translator" uses on the back of rule booklet reflects a person who is making interpretations from a given set of biases - if you want to figure out what's really going on (and you probably won't), you have to challenge very fundamental biases held by the translator (which means both Amabel and us).
The text gives you some clues that the translator is probably off the mark in some way. Spoiler for those who'd rather skip my musings: I've focused a lot on the "when I asked about this they seemed quite upset" line vis-a-vis the "rival civilizations" tracking separate token accumulation; if the aliens became upset, perhaps it's because the translator's choice of words reflected a deep misunderstanding about what was going on, to the point that it goes against the very purpose of the game. I use that line of thinking to eschew the notion of "rival civilizations" completely, and from that basis attempt to understand the game differently than I've seen others trying to understand it.
