Obviously the correct thing to do but even sympathetic governors / local politicians seem unwilling to use their power to even try to do this and I really don't like to think too hard about why that is.

There are whistle package assembly nights all over the city this week. Most also have Amazon wish lists so that you can contribute supplies. The whistles are proving effective in alerting people to either flee if they need to or gather to protect if they have that privilege to do so
