Depends. If the person in question is a public servant whose job it is to educate kids and the person they're misgendering is a child, then I'd agree that this should be at least a firable offense. If done in order or with effect to cause harm, yes, it can be considered child abuse.

Une frontière, oui. Claire, non. Je pense qu'il y a un moment où des traitements couverts sont suivis par convenance personnelle, et qu'il y a aussi un moment où on engage des dépenses personnelles pour des traitements nécessaires. Je pense que c'est important de pencher du côté de la liberté.
