Would it violate Article IV Section 4 for a state to have a constitutional provision for a ceremonial Emperor? Yes, probably, but it shouldn't. Give a person a cool house to live in and a stipend and no power or ability to profit from it whatsoever. Elect one weirdo Emperor for life, just for fun.
