As I understand it, federal law protects officers from charges if their actions were part of "authorized duty" & "necessary and proper." ICE isn't authorized to handle traffic issues (!!), & there was nothing "necessary" about shooting a woman who posed no threat.
Prosecute ALL these ICE fuckers.
