This is missing a key point about gingers being Irish, in which case, Irish people were not included in the category of whiteness until much later.
However, people don’t know the difference between Scottish and Irish and often misconstrued all red heads (who were probably Scottish) as Irish.

I understand that gingers have historically been bullied and even maybe ostracized in British society, but it is truly absurd to say that they have been excluded from the category of "white people" or ever have been. That's not how any of this works.
