Look it's time to come clean. There never has been a Christopher Luxon. We made him out of a white balloon with some Sharpie on as a joke back in 2018. It got wildly out of control, and SIS told us we needed to keep it going because otherwise it'd collapse democracy. I'm so sorry.

Setting aside the 'this is woefully insufficient' criticisms (which I entirely agree with)

this is a problem that is solved more cheaply and effectively by a human readable name tag than a QR code
I am introducing the Quick Recognition (QR) Act, which requires ICE and CBP officers to wear uniforms featuring QR codes. When scanned, the code would generate a digital ID displaying the officer’s name, badge number, and law enforcement agency.

ICE should be unmasked both physically and digitally.
