people simply do not want to have kids and theres nothing anyone can do to change it, this is true worldwide
I love blaming cars and societal insanity for stuff, but given birthrates in Japan, Finland, etc., people don't have kids because having kids is a horrible financial and psychological burden that good policy can mitigate but can never fix. Lots of people won't do it if they have the choice.
An underrated factor in "why don't people in wealthy societies have more kids" is changing societal norms that now expect even older kids to be chaperoned by an adult any time they are in public, and to be chauffeured by a parent as their only means of transportation
