Instead of looking to Hollywood to explain real world evil, look to Hannah Arendt. Uncorrupt people of integrity won’t do evil. And evil leaders work to elevate incompetents because that helps ensure their loyalty.

What makes you think foreign workers would trust the UK if it spent all it's time faffing around turning the big dial? Why would any skilled worker move to the UK with no guarantee that the UK won't change it's mind 12 months later?
Tightening visa requirements *will* impact negatively on specific sectors, curbing economic growth and pushing up the costs of labour. But if the problems are severe, the Government can (and I'm sure will) step in to relax the rules as needed. Eg as happened just last week with the prison service.
