The one thing authoritarian leaders usually have going for them is the general apathy of the majority when they make a move solely against a marginal group in society.

There's this cylce in a lot of things, but particularly prevalent in Bioware games, where The New Thing is viciously hated, but once another The New Thing comes out, the old The New Thing shifts into becoming Beloved All Along.
I see we're at that point in the cycle for Mass Effect Andromeda.
