I've struggled for a while to put my finger on what's going on here, and he's identified it very neatly.

To be clear, I don't believe this is necessarily a bad thing. Sometimes you WANT that feeling of magical realism; I know I use it in my own work. But it should be used intentionally.

The GOP response to the shutdown was: You're gonna cave, or we're going to hurt vulnerable people by shutting off SNAP. The Dems, unwilling to let that happen, caved.

Having watched that, the GOP is now saying: "Give us what we want on abortion or ..."

This was Schumer's baby. The Senate whip (either party's) has a specific function. The whip cajoles and strongarms party members to vote with leadership. The one person the Senate Minorioty Leader (or Majority) can count on is their whip. Schumer's is Dick Durbin, who voted with the Republicans.

Doesn't mean it definitely won't happen. But it's like those NYT stories that Harvard is considering caving (they haven't). The anonymous source was trying to manifest it.
