This is a good start, but the percentages need to be at least 10x as much.
Also this should look at a CEO's full wealth rather just "pay" as that is so easily dodged

I like this proposal to progressively tax high CEO-to-worker pay ratios. This is what every tax should consider—how it can shape behavior in a desired direction.
I'll add that I think this should be paid in newly issued shares into a national UBI-paying fund that all corps should pay into annually.

EU5 updated in-between sessions and the new patch has utterly tanked both my economy and diplomatic standing. Spent an hour getting things back onto an even keel before the Hungarians noticed and kicked down the door

Okay sure, but how? These minerals don't just appear out of thin air to suit a soundbite, you have to find them and pull them out of the ground. I somehow doubt that you are going to find deep reserves of lithium and rare earths under the tesco parking lot
