But here's the thing. More people are worried about eyes than skin. So, if you've got soapy water, that might be ok for skin, but not if you have a burn, and you don't want soap in the eyes. Soap in the eyes will work as a multiplier for the tear gas.

(B) the actual biochemical action that causes the pain has started and water (or other stuff) is not turning that action off, it has to run its course. Removal is just getting rid of extra stuff that might continue to stimulate pain. The pain that already started needs to pass on its own
