And USAID would NEVER give that much money all at once to one country- it would go to NGO’s, contractors, etc who could be held accountable for progress. That $40 million will be lost with accountability.

This may be 4-D chess or wishful thinking, but there is likely a LOT of specific evidence that will help to prove very specific, very punishable crimes, like improper use of government funds, Hatch Act violations, etc. Thats what will get the B Tier goons, (and the A tier goons after pardons.)
