Whether or not he realizes it, I think he believes that the world just works that way (because for his entire life, 𝘩𝘪𝘴 world 𝘩𝘢𝘴 worked that way).
For the "little people" who are poor, he probably thinks that if they'd just get some more money, they too could give bribes to get what they want.

The biggest renovation of the White House -- the so-called Truman Reconstruction of 1949-1952 -- came about only because the building was in such a state of disrepair that inspectors decided it was unsafe for occupancy.

Not because the president just decided he needed a big fancy ballroom.
