I considered going to Kent for the protest. It's an hour drive for me. Went to downtown Cleveland instead.

Abominable Snowman, you have the Intelligence and the Doctor playing a long game of chess across the story, it greatly values the Doctor's knowledge. Web of Fear it seeks that power, in the revival it wants to build that power further. Actually quite consistent.

Rewatching Web of Fear makes me kinda appreciate Moffat's use of the Great Intelligence in Series 7 more. The Intelligence envys and wants the Doctor's power, that's consistent with what Haisman/Lincoln did, and you can imagine it played a part in making the world wide WEB for its next plan.
