What Cat's describing here is very real, and anyone who runs a software org feels it. We're beholden to velocity metrics almost exclusively, but software orgs that run flat out will ALWAYS lose velocity over time, because software is multi-disciplinary and you need to ingest new information & skills
Learning culture moderates how software organizations adopt tools and the implicit rules we're giving developers want what they can do, experiment with, push back on, and share.

And software has spent years dismissing it in favor of sloppy ad hoc velocity benchmarks

I still have a Rockbox-shaped hole in my heart. We improved mp3 players massively, and had a blast doing it.
