CITY QUESTION 2 (St. Paul- 2028)
SHOULD THE CITY FORM A TASK FORCE TO EXPLORE THE OPPORTUNITIES AND DISADVANTAGES OF ANNEXING AND/ OR CONSOLIDATING WITH NEIGHBORING CITIES?
This is my Roman Empire- What could've been if 3M leaders and developers didn't create a massive anti-growth wall around the Saint Paul called Maplewood once the Minnesota Supreme Court threw out most of its cityhood laws in 1945.

Fix this mistake!

I'd love to hear a Decemberist song about the tyranny of the HOA's lawncare rules about the importance of maintaining unproductive land.
Or the insanity of the minimum parking requirements of Maplewood that prevented a Walgreens on our side of Larpentuer.
The Decembrists guy now looks like he could be a mutual angry about local zoning ordinances.

Minnesota has 3670+ local governments AND 27% of residents pay $31B/yr to 7950+ homeowners associations, with many providing basic municipal services- a 'double taxation.' 83% of new housing had an HOA.

My coworkers in Stillwater/ Oakdale flex cheaper taxes, but never mention their HOA fees. smh

The City of Clear Lake is home to 600 people and is surrounded by Clear Lake Township- population 1600 people.

Maybe this is a good time to consolidate resources and merge. They already have the majority of the budget for shared fire coverage and often use county services.
Minnesota ranks among the highest rates of municipal fragmentation in the US: Over 3,670 local governments- 87 counties, 2,630+ municipalities, & 343 school districts.

You can bet that there is plenty of fraud, waste, abuse, & just general inefficiency in throughout the state.

Minneapolis could make a decent income on LVT on the Minikahda Country Club, which is currently classified as 120 rural acres and is valued at 1/20th the rate of neighboring properties.

Been playing with the Metro Dreamin Transit Simulator-
A St Paul Cable Car from the Rivercenter/ arena/ science museum to Harriet Island up to Prospect Park in West St Paul.
A 2 mile/ 40min walk with hills becomes a 3min ride.

$35M estimate.
Worth it?

For just $100k I will lead a research study on the historic harms and opportunity costs suffered by St Paul residents due to the failures of the State of Minnesota to reign in municipal fragmentation after 1946 and lay out a plan to consolidate cities and resources.
