He's asserting that he's not going to abide by budgetary laws, on top of taxing and spending without congressional approval.

The GOP-controlled Congress gives rubber-stamp a bad name. Even if Congress cared, SCOTUS is empowering all of this.

So the President says he’s going to lay people off based on Democratic priorities and then lays off basically all the people at ED responsible for IDEA and McKinney-Vento. I guess special education and homeless youth programs aren’t considered Republican interests.
