These stores need to challenge this. If the customer has no SNAP funds because of the lapse, they are not SNAP customers. They are an ordinary customer and you cant treat them differently if you want.

As someone that grew up receiving SNAP at various times and also struggled as a young adult to consistently follow through on the cumbersome process of establishing benefits while working three jobs and attending college, I can attest to our broken system.
