Here is a transcript of what the premier said.
When I came in, I thought, why is $40 billion of our budget in an Alberta Health Services agency we have no oversight over and then when you look at schools, we have $10 billion of our budget that we've delegated authority to 61 school authorities that we have no oversight over. We have another huge chunk that we give to universities that we have no oversight over, and on and on and on it goes. So I think you need to have a conservative vision for what you're going to do with the government’s spending. And our conservative vision is very different than the progressive vision. Our conservative vision is to partner with private entities, whether in the private sector, whether in the nonprofit sector, or whether it's charities, to deliver on the services that people care about. When you think about historically, where did all of the supports for widows and orphans come from? Where did the supports for the vulnerable sector come from? It started with faith-based communities. And government said, ‘Wait a minute, we've got a patchwork here. Why don't we step in to help?’ But in doing so, they have often crowded out some of that incredibly important nonprofit work. And so we're restoring that. We're finding a way to create a structure in government where you do have competition and choice and funding following patients or students or clients, so that you can create an internal market. So that is what I want to do, is I want to apply principles that I know work in the private sector to how we deliver government services, and we're making great strides in a lot of different areas. I think education is probably the greatest example in Alberta of how we do that. You have a choice of sending your kids to a public school or a Catholic school or a charter school or an independent school, or even home school if you want. I concluded this weeks ago. They didn't hide it.

The UCP didn't have to use the notwithstanding clause. They wanted to, in order to avoid an arbitration process they knew they'd lose.

I know the UCP line is “healthcare like Europe” but these people don’t have a collectivist bone in their bodies. In the European countries they’re nodding to, taxes support a well-funded public system alongside a well-regulated private one. The UCP won’t do that.
