I don't think this is all that surprising. Anyone who has paid attention to the current Supreme Court Republicans would realize they have overruled, explicitly or implicitly, numerous precedents which were supported by Republicans on the Supreme Court in the past.

In City of Boerne v. Flores the Supreme Court said "The design of the Amendment and the text of §5 are inconsistent with the suggestion that Congress has the power to decree the
substance of the Fourteenth Amendment’s restrictions". Giving Congress the power to define "insurrection" violates this.

Prior to Trump, everyone knew section 3 was "self-executing". That's why the Amnesty Act of 1872 was passed. Nobody argued "since Congress didn't pass an enforcement law, they're not disqualified." Even the Library of Congress originally said as much.

The 14th amendment already gives the criteria. It says justices who "have engaged in insurrection or rebellion against the [Constitution], or given aid or comfort to the enemies thereof" no longer hold office. So votes of members of the Supreme Court who have done this are no longer legally binding.

If Democrats want to force a vote they will lose, it would've made more sense to vote on banning ICE, police, law enforcement, etc from discriminating on the basis of race, color, ethnicity, language spoken, income, or type of work.
