It used to be just vile. Co-ordination between police and council separated many of the problem families and dispersed them further afield, which may explain why places like Sittingbourne and Canterbury now have issues!

Even assuming they got them for £2 each, someone’s has spent a lot of ££, plus cable ties and stakes to plant them into ground.
Between Erith and Dartford I must have seen 2-300 of them. Same size, same height up lampposts etc, bit too uniform for loads of random people doing it.

I drove past some blokes last week smothering a roundabout in Erith with flags. I assume it was the same 3 that’s plastered the whole area. This isn’t a ‘grass roots’ thing, someone has bought these flags in bulk.

My Dad, (Australia based, Hong Kong born) used to do a lot of business in China. He stopped going there and now invites clients to Melbourne as it eliminates any risks. China is still overtly corrupt and the CCP rules it like a mafia above any judiciary.
