So this looks like an illegal end run around pretty basic (if technical and arcane) law to allow Trump to deploy troops at will without having to fund stop his shutdown of the government.

This thread is really interesting and has huge implications for New Orleans. Currently, Trump can’t occupy the city with troops under Gov. Clownfish’s request. That’s because national guard can’t be deployed without pay — and the mechanism they used puts the feds on the hook to pay them.

Trump's mechanism to pay the troops during the shutdown is by far the most illegal budgetary action he's taken as POTUS, potentially setting the stage to break everything.

It's also needless because Congress would easily pass a troop pay bill if Johnson were willing to gavel in.

DC violent crimes rolling over 12 months with data through September as published by the FBI today (September data is probably slightly underreported right now). I don't really see any clear change in the city's pattern post-federal intervention.
