No it doesn't. It means they care so little that they didn't do proper vocal training to learn how to scream properly.
I do agree with this.

For every story you hear about an actor blowing their vocal chords or passing out etc during a session because of how hard they're going, there are innumerable performers who did the same thing without these issues.

That's where the praise should be going.
I just feel like martyr mentality and praising sacrifice of the body for the art can get into really unsafe territory and maybe we shouldn't do it so much. I care about my fellow actors and don't want them hurting themselves. Anyway, rant over.

Dubbing will continue to stagnate until serious time and consideration is given to the pattern of severe undercutting that is prevalent in the industry. Budgets are getting slashed on workers who were already expected to cut corners with low pay. Adapters and translators are your backbone.

One reason I highlight this, aside from the project lead calling himself an "AI Soulcaster" as uncanny as that seems, is that people kept telling me before that mihoyo would never do anything weird or untoward with genAI despite Cai Haoyu doing that with his projects because "he left the company."
