The premise is laced in irony. I know the show likely is being "sincere" by not outright making fun of its characters, but the whole "what if it was THIS guy?" concept is inherently ironic.
For what it's worth I don't think the show is being ironic; but I'm not really in love with the execution either. I love the climax to the first episode when I first saw it in isolation in part because I was expecting a different show (I guess I wanted something more like the movie "BlankMan")

I'm sure there's entertaining stuff in there, but for me Kamen Rider is good because it's live action characters emulating over the top comic book heroes with sincerity.

As a middle-aged superhero fan myself, it definitely speaks to me at times. But I also haven't watched it in the better part of a month after stopping at wherever the dub ran out. There's certainly entertainment value to be found in it, though.
