Removing only those probably wouldn't work. At quiet times it's irrelevant, at busy times they would be unable to cater to the demand causing additional queues and conflict at the junctions. Underrated benefit of LTNs - fewer junctions.

It would thus rapidly just create demand to remove the rest.
