Highway 120 through the Yosemite High Country closed with the storm the last few days. I love thinking about places like this under the snow with nobody around - one of the best things to do in winter.

Congress gives DoD reprogramming authority because when you're dealing with a trillion dollars, some stuff is probably going to need to be changed over 12 months

A good basic question would be: does DOD intend to backfill these other appropriations if Government reopens? (Keeping in mind this is still all illegal, but what’s the plan here, how is it being tracked, what if a hastily-done recode goes awry)

Furthermore, they clearly think this akin to moving money between checking and savings, a simple beep boop in an app. There are a lot of mechanics in public budgets with a lot of detailed accounting. People are going to have to recode a bunch of things in order for this to work, and then? Undo it?

Because journalists, like most people, black out when presented with something that combines arcane budget systems, big numbers, and statutory language. They don’t realize that a number can be a law in itself. “DOD shall spend up to $16252837.01 on pool noodles” is not a suggestion
