Coming back to this because I've read the complaint. ACLU is using Section 1983. The problem is that 1983 is generally not applicable to federal agents. But these arrests were incidental to a warrant issued by the State of Utah. The federal officers' actions are 'under color of state law'.

Instead of using Ring to find your dog:

microchip! AND a tag with your address and phone number, so someone can try to contact you right when they find your pet. AND have good recent "ID" pics of your dog, by themselves, and with you to verify you are the owner. AND train/dogproof.
