to increase IMC trolleys would require putting up more wires and upgrading yards to use trolleys.
there is also only 1 supplier of trolleys we can buy from rn

Second, SB 63 would require operators and programs receiving funding to undergo a financial efficiency review. This review would be undertaken by a third party under the guidance of a select committee and MTC, and it would seek to identify a menu of specific cost savings that operators and MTO could implement to reduce deficits or improve the financial performance of their services. CS is banned in warfare by treaty - a treaty the US itself has actually signed (the Geneva Gas Protocol). Yet we continue to allow police to use it.

If it's beyond the pale when used by militaries against other militaries, it should clearly be banned from use against civilians.
