He was elected president, and as president, his highest duty is to ensure that the laws of the land be executed faithfully. His job is to uphold the constitutional order, not tear it down and remake it in his image.

The filibuster is a Senate rule. It's not a law. It can (and has) been suspended before. Senate rules have been amended as recently as August.

If you have a majority of votes, you can pass legislation. Nothing is stopping Republicans from reopening the government.

It's that simple.
