Odds are this aggressively did not happen. But it would of course be just as unconstitutional to spend money donated to the government without a duly enacted appropriation as it is to spend tax money that way.

That is, keep those farmers feeling the pain of an irrational and unjust immigration system, don't let them return to depending on undocumented migrant workers, get those folks some documents.
One thing the next Democratic president should do is maintain a crackdown on unauthorized migrants working in the agricultural industry (though focus the crackdown on the employers), while also calling for more work visas for foreign laborers to be authorized.

When this building went up it was called “a middle finger to the 99 percent” because it was one of the most expensive places to live in the world.
