Everything on your list also had, directly or indirectly, big constituencies in the legislature and intellectual & organizing leadership from people who were not Cuomo. He used this to leverage his IDC scheme and general inclination to shill for $$ interests.
Even this list of wins is heavily cherrypicked and lacks context. Cuomo *needed* to maintain a narrative of support and delivering around Dem priorities and he was decent at seeing the (obvious) ways the winds were blowing, like the sustained national waves of CJ reform, gay rights, environmenalism.

Petro objected to the US bombing a Columbian fishing vessel that had the emergency beacon on because they were broken down, that we subsequently bombed. One Columbian fisherman survived the attack.
