when someone feels he is above the law (and the highest court has told him so) . . .

Before speculating on the alleged Washington DC shooters' motives, consider his friends' accounts. Early days and more investigation could tell a different story. But could this have been prevented by getting Mr. Lakanwal the work permit he was entitled to have? The US can do better than this.

There's a lot going on, and immigration law is notoriously labyrinthine. But it's still wild both that (1) the Trump administration is trying to treat millions of non-citizens who have lived here for years/decades as "arriving aliens"; & (2) *hundreds* of courts have (almost unanimously!) said "no":

No - US govt officials have an obligation to follow all court orders and to appeal (rather than simply disobey) those orders if they disagree. That's what the rule of law is - and Noem's cagey response is precisely why the rule of law is in danger in the US now.
