Bumping this out of thread because it's another example of taking a tax passed for a specific, targeted purpose (improving public health, particularly in poor and BIPOC neighborhoods) and converting it to an all-purpose slush fund to close a general-fund gap. This used to be a very big deal.
I actually am Old Enough To Remember when it was an extremely big deal that Jenny Durkan wanted to repurpose the city's soda tax to backfill the general fund. Harrell's budget casually uses $7.2 million from the soda tax to backfill the general fund. publicola.com/2019/07/19/w...

The "moderate" candidates are so out of touch with regular voters they're no longer backed by Democratic LDs or the rest of the local party apparatus, so they 100% have to rely on billionaire PACs & the Seattle Times op-ed board. Which makes them even more reactionary & pro-business

There was a remarkable moment in the budget committee just now where Sara Nelson asked about how arts funding is used for graffiti, as shown in this slide.

City staff outright admitted this is just the dedicated admissions tax that funds the Arts and Culture dept being diverted for graffiti.

With 22 full time employees devoted to graffiti abatement in Bruce Harrell's 2026 budget, that team would officially be twice as large as SDOT's Vision Zero team (11 people).
“One Seattle Graffiti Plan” - Citywide initiative for graffiti removal, including targeted enforcement
and assistance for impacted businesses, support for public art and volunteer clean-up efforts.
• The 2026 Proposed Budget adds $2.1 million and 6 FTE, bringing the total Citywide expenditures
for graffiti abetment to $6.1 million and 22 FTE.
• Proposed budget also includes transfer of existing staff and funding from SPU to SPR. Details will
