Re: Automatic Speed Enforcement Cameras
Premier Ford,
We are extremely concerned about your directive to remove automatic speed enforcement (ACE)
cameras in Ontario. Along with the Association of Municipalities, the CAA and the Ontario Association
of Chiefs of Police as well as many municipal leaders, we believe in the evidence that previously
collected data show: fining people who don’t comply with speed limits helps: it leads to drastic safety
improvements.
This makes a good case for continuing the use of cameras to maintain speed compliance. The
ultimate goal of speed enforcement is obviously that people adhere to posted speed limits. Existing
data shows that speed compliance quickly improves and is maintained after cameras are installed.
Fewer and fewer tickets are being issued by each camera every year.
This trend is already happening: in Ottawa, as the enclosed graphs show, speeds have considerably
dropped at road segments where cameras have been placed. Speed cameras work! Cameras in
Ottawa are overwhelmingly placed in areas near schools. Removing cameras would recreate
dangerous situations for children in those school zones. And let's not forget people with disabilities
and our aging population, who may take longer to cross roads.
Many safety experts strongly support the use of automatic speed cameras as does the majority of
Ontario drivers (73%). In Ottawa, speed compliance went up from 16% to 81% in speed camera
zones; the instances of high end speeding in those zones went down from 14% to less than 1%.
Those are impressive results.

Therefore we ask you to reconsider an end to speed enforcement with cameras and allow technology
to do its work to protect the lives of Ontarians. Using cameras allows police officers to do other
important work. This is about safety for every Ontario resident, not a cash grab.

tenants without a legally valid reason, and after a fixed-term lease
ends, the tenancy typically continues on a month-to-month basis.

The government would consult on alternative options on lease agreement expiry that could allow landlords to control who occupies their units and for how long, allowing them to adjust tenancy arrangements based on market conditions, personal needs, or business strategies. This could add flexibility for some landlords in the approach to leases, potentially unlocking additional rental unit stock.

Proposed changes from the Ontario government would drastically reduce protection for tenants.

This is appalling and would put some folks in serious danger in this era of very low vacancy, skyrocketing rental rates, and rent decontrol.

Nearly 40% of Ottawa residents are renters.

Changes to landlord-tenant disputes

The bill is proposing a number of changes when it comes to disputes between landlords and tenants. Among other things, tenants would be required to give prior notice of issues they intend to raise at hearings and would not be allowed to introduce new issues without warning. The province says this is to avoid adjournments where the parties aren’t prepared to speak to an issue.

The bill would also scrap the need for a landlord to offer a tenant compensation if they would like to take their property back for their own use, as long as they give 120 days notice. If the landlord gives less than that, they would still be required to provide one months rent or offer a comparable unit as compensation.

As well, the province wants to shorten the grace period to issue an eviction notice after rent non-payment, from 14 days to seven, and shorten the time to request a review of a final hearing order from 30 to 15 days.

Making it easier for residential landlords to end leases

The province wants to explore the possibility of modifying “security of tenure,” currently enjoyed by tenants under the Residential Tenancies Act (RTA). The current law means tenants have a right to remain in their rental unit as long as they follow the lease agreement and the RTA. Landlords cannot evict tenants without a legally valid reason under the current law and after a fixed-term lease ends, the tenancy typically continues on a month-to-month basis.
