So it's possible the resemblance is because Latin actually borrowed the word from Phoenician. In late Phoenician/Punic, <bqr> would have been pronounced /vaqar/, so the only unexplained part would be Latin dropping the "r", which it might have done to remodel it as a standard feminine noun.
