The only reasonable implication of saying this is he must be removed from office. That's a binary yes/no. To explicitly say no would be insane. To studiously avoid saying either way makes the allegation seem cynical and insincere. There's no splitting "he's a child rapist" from "he must be removed."

It's not a "forever punishment." I don't need to tell you what he must do to absolve himself. I don't weigh the sins on his soul and dispense condemnation or absolution. Dude showed bad judgment and didn't commit to not doing it again, so I will personally disregard his project. That's how it goes.
