We now know it was a Russian text translated without being localised properly into English. Witkoff is of Russian origin and the language might have struck a chord in his grotesque Muscovite soul.
More evidence that the Trump/Witkoff “peace plan” for Ukraine came straight from the Russians - it uses Russian syntax.
