Can confirm that this let me delete the clock app w/o consenting to the new ToS, albeit with 1 extra step:
- ✈️ Mode on
- Open menu
- Settings and privacy -> Account
- Briefly turn ✈️ Mode off so the page loads, then *re-enable it* to dodge the ToS popup
- Tap account deletion option; turn ✈️ Mode off
- ✈️ Mode on
- Open menu
- Settings and privacy -> Account

Put your phone in airplane mode, go to profile->top menu->account. Turn airplane mode back off, you should be able to tap "delete account" and go through the prompts without that privacy terms agreement popped up
