The piece also oozes with the implication that "real" disabilities--the kind the ADA is "supposed to be for"--are physical, visible ones, and everyone else is probably faking. It's just gross.
Even by the standards of The Atlantic, this is an extraordinarily weak evidence base for an article.

Data from a tiny handful of schools that isn't measuring the variable at issue and a few thin, secondhand anecdotes.

​Car brain is seeing an empty bike lane and calling it a failure, while seeing a gridlocked road and calling it high demand.

​Efficiency looks empty because people are moving, not sitting in traffic. If a bike lane is truly unused, it's usually because the network is hostile and disconnected.
Bus and bike lanes discriminate against families for whom public transportation is not an option.
