Correct, because who else would have decided to gamble on destroying the Rebellion in one fell swoop by repeating the exact same playbook he used over Coruscant in 19BBY and somehow thinking Vader wouldn't recognize he was now the Dooku in the situation. He was literally right there in 19BBY, Sheev.
So realistically, if basically anyone other than Palpatine had been Emperor the Rebel Alliance would have failed horribly
