This is true. The original article uses the ‘quotation’ without attribution, which is bad. You have to search Google for the quote, and it all comes up as being from the Beaverton. That is some stinky journalism, Time editors.

I think many stopped reading after seeing that Ottawa was willing to work with AB and a pipeline.
There are key points later.
Also, there is a lot more in the agreement than just a "possible if all agreements are met" pipeline.

In the US, if your building exceeds 75 ft., it becomes a “high-rise” per code, beyond the reach of “ground-based firefighting” and aerial ladder trucks, and expensive code requirements kick in.
