1) people should be left alone to live their own lives when they're not hurting anyone *and*

One thing Democrats could do right now is repeating ad nauseam that Republicans in Congress have the power to stop this. That would a) give permission to even just one Republican to speak up and b) help the public understand who is responsible for this mess and hopefully start to turn the tide.
