Counterpoint: yes, he did.

If he forces the federal backstop on Alberta he triggers a national unity crisis -- and further undermines the carbon market in the process (since the fight would play out in the courts).

This way he shores up the weakest link in the chain, and quickly.
Never been so mad to publish something.

While I have a ton of time for Max's analysis, I think this is overlooking one major fact: Carney didn't need Alberta's approval to bring in an industrial carbon price. So he traded a litany of climate policies for nothing he didn't already have.
Mark Carney managed to trade a pipeline that will never get built for meaningful progress on industrial carbon pricing and electricity interties — both of which will get more wind and solar built.

Roads continue to be dangerous with driving texters, cell calls not on hands free, driving too close, excessive speed & red lights mean FA! Do your part everyone and speak out. I have seen 22 rear end collisions in the past 5 days in YEG. Why the fuck do people want to pay 8K for their insurance?
