Arrived in the country legally.

Applied for green cards.

Were arrested by ICE and detained.

One refugee who was arrested found out they got their green card after being released.

This is an unprecedented operation.

So we expect security officers with no authority to decrease fare evasion...I'm skeptical this even makes back the $571k investment. And even if EVERY fare evader pays MCTS will still have a $15m deficit next year
