Es ist ein sowjetisches Denkmal. An der Befreiung Wiens waren überproportional viele ukrainische Soldaten beteiligt. Es war und ist kein "Russdenkmal". Was man durchaus entfernen oder verhüllen sollte, sind die beiden Stalin-Zitate.
Die Entfernung oder zumindest Verhüllung des Russendenkmals am Schwarzenbergplatz wäre jedenfalls wichtiger.

At about 1m20 the most non-elite US mall ninja shows up with a bafflingly seemingly self inflicted bleeding nose, tucks a shotgun under his taint before tossing a munition canister god knows where, then starts shooting at journalists. If you saw this in a war videogame you’d think it was broken.
