Thanks for highlighting this. The PBO based its analysis on the premise of charging $50 CA for an application. (By comparison, the fee to apply for NEXUS is $120 US.) If we raised the hypothetical application fee to $55, the PBO believes a Canadian program could break even, cost recovery-wise.
