Juuri näin. Ratkaisuja on jo muualla käytössä — vihreät valtionlainat, takaukset, riskiporrasrahastot, jopa CfD-tyyppiset hinnanvarmistukset. Näillä on saatu isotkin uusiutuvan energian investoinnit rullaamaan, koska valtio kantaa rakentamisvaiheen isommat riskit ja sijoittajat tulevat mukaan.
